a fully informed public, available via availing everybody a tricorder. some kind of conveniently portable machine that lets them know via direct passive scan (or, at will, responsible active scan). this empowers everybody with better means to scrutinise, disuading crooks from even trying a scam. many eyes make all bugs shallow.
seeing everything may not be enough. who watches the watchers? everybody. knowing you've been actively scanned immediately seems vital for the ethical sanctity of this. scrutiny then applied to those who abuse the scanning power to breach privacy. just because we can scan everything, does not mean we should. and so we should be able to scan to see who's looking. recursing all the way. ... and to develope further means to manage this.
