why not indeed. given sufficient caveats, i cannot think of a sufficient reason not to make nationhood/statehood reductibly extensible to the individual.
yes. some nations exist with less, even none. many nations exist who's population has to live outside it's borders. the sovereign state of my mostly brown shoes could be described as doubly infinitely worthy of nationstatehood by that criteria, comparing with these existing nation states.

well, to an extent. there are farther reaching international laws that afaik, 100% of them are adhered to by 100% of the population. and agreements with other nations, their population, their aperatus of government, all need to be respectfully interacted with.
